Main principle

PalCont was created for friendship, communication and creation. Exercise freedom of communication in a manner that respects the law, safety, dignity, and rights of others.

Administrators of groups, channels and other spaces are responsible for their own actions and must respond reasonably to violations. Community Rules may be stricter, but cannot override the law and these Rules.

3. Complaints and verification

You can submit a complaint through the message, account or space menu. Indicate the object, the reason and any necessary explanations. Knowingly false, widespread and abusive complaints may themselves be considered violations.

To protect users, PalCont may use automated evaluation and verification by an authorized employee. The automated assessment is preliminary in nature and does not replace final human review.

4. Blocking users

A user can block another user. After the lockdown, personal communication is limited. Blocking does not replace a complaint if the material or action violates the Rules or the law.

5. Possible measures

Taking into account the risk and severity, PalCont may warn the user, limit activity, hide or remove material, temporarily limit an account, or terminate access. In an emergency situation, the measure is applied immediately; in other cases, context, repetition, consequences and the possibility of a less stringent measure are taken into account.

6. Revision

To review the decision, write to palcont@palcont.ru, indicate PalCont ID, decision and reasons for disagreement. The decision may be confirmed, modified or reversed. The right to appeal to a government agency or court is retained.
