We offer to build a national digital platform on PalCont, under your name, in your country's languages and with data hosted within its borders. We work with the customer to define the services, design and management arrangements so that the application meets residents' needs and reflects the country's requirements.
Our goal is to meet the country's needs in full: comprehensive digital communication, communities that operate transparently in relation to public authorities, respectful dating, and honest, transparent trade. Above all, we focus on maximum convenience and safety for your population.
Digital communication starts with being able to reach the right person easily. PalCont offers private messaging, group chats, channels, and audio and video calls. Families can get together on a video call, colleagues can discuss work in separate topics, and residents can follow local news and talk within their community. Individual messages can have their own comment threads, keeping several conversations from turning into one confusing stream.
For communities to operate transparently in relation to public authorities, they need clear rules, accountable owners and an established process for working with the competent authorities when violations are identified. These arrangements must go hand in hand with the protection of private correspondence and personal data. For official organisations, local authorities and community associations, the platform can provide a lasting way to stay in touch with the population.
We see respectful dating as a way to help people find someone who shares their interests and values. Users introduce themselves and explain what they are looking for: a serious relationship, starting a family or friendship. The national version of the dating service is adapted to your country's culture and traditions.
The ecosystem supports honest, transparent trade through shops and a separate section for private listings. Your entrepreneurs will be able to present their products, talk to buyers and manage orders and customer relationships. The national project includes connecting local payment methods and agreeing requirements for seller information, trading rules and handling buyers' enquiries and complaints. People who want to sell a personal possession or offer a one-off service can use the classifieds section.
We pay particular attention to user safety. Fraud warnings and measures against spam, bots and the mass collection of information about people are adapted to local languages and common scams. Procedures for responding to extremist and terrorist material are developed separately, in line with the country's laws and with disputed cases reviewed by specialists.
The national version has its own infrastructure and separate data storage. The customer appoints the local operator and sets development priorities. Before launch, we train the staff you approve to operate the platform independently.
At your request, we can develop integrations between your national platform and Telegram, WhatsApp Business, YouTube and other services in demand in your country — for customer communication, publishing content and watching videos.*
National platforms built on our code will be able to synchronize with one another. You choose the countries and platforms with which you authorize synchronization and agree on it with their operators. This will allow your citizens to communicate with relatives, friends and business partners in other countries while continuing to use their own national app.*
Each country independently manages its platform and decides which features and data are available for synchronization. Only you will hold your national platform’s access and encryption keys.
Connections, available features and the scope of synchronization are agreed before development begins. Integrations with external services depend on their technical capabilities, rules and availability in your country. When platforms exchange messages, content and the data needed for delivery, the receiving platform also processes that information.

The price includes turnkey deployment of your national digital ecosystem, delivery of the source code and the rights to independently use, modify and develop the national version created for you, as well as training for the staff you approve.
Payment is accepted only in Russian rubles — the national currency of the Russian Federation.
The final price, scope of work and rights granted are specified in the contract.
